- Preheat your oven to 400°F (200°C). Line a large baking sheet with parchment paper.
- In a spacious bowl, combine halved cherry tomatoes, sliced bell peppers, diced zucchini, and red onion. Add minced garlic and toss to coat.
- Drizzle the vegetable mixture with olive oil, then sprinkle with dried Italian seasoning, salt, and black pepper. Toss until evenly coated.
- Spread the vegetables on the prepared baking sheet and roast for 20-25 minutes, stirring halfway through.
- While the vegetables are roasting, bring a pot of salted water to a boil. Cook the penne pasta according to package instructions until al dente, about 10-12 minutes.
- Reserve about 1/4 cup of pasta water, then drain the pasta in a colander and return to the pot.
- Add the roasted vegetables to the pot with pasta, along with any juices from the baking sheet, Parmesan cheese, basil, and lemon juice. Toss to combine.
- Gradually mix in reserved pasta water to achieve desired sauce consistency. Season to taste with salt and pepper.
- Plate the pasta and garnish with additional Parmesan and basil leaves. Serve immediately.
