Preparation Steps
  1. In a skillet over medium heat, brown the ground beef for about 5–7 minutes. Add soy sauce and hoisin sauce, and simmer for an additional minute.
  2. Incorporate shredded carrots and chopped bell peppers into the beef mixture and sauté for 2–3 minutes.
  3. Fill a shallow dish with warm water. Dip a rice paper wrapper into the water for about 10–15 seconds.
  4. Lay fresh basil leaves in the center of the wrapper followed by a generous portion of the beef mixture. Roll tightly.
  5. Continue soaking additional rice paper wrappers and assemble the rolls. Keep wrapped rolls covered with a damp cloth.
  6. Serve the rolls fresh with your favorite dipping sauces.
