- In a skillet over medium heat, brown the ground beef for about 5–7 minutes. Add soy sauce and hoisin sauce, and simmer for an additional minute.
- Incorporate shredded carrots and chopped bell peppers into the beef mixture and sauté for 2–3 minutes.
- Fill a shallow dish with warm water. Dip a rice paper wrapper into the water for about 10–15 seconds.
- Lay fresh basil leaves in the center of the wrapper followed by a generous portion of the beef mixture. Roll tightly.
- Continue soaking additional rice paper wrappers and assemble the rolls. Keep wrapped rolls covered with a damp cloth.
- Serve the rolls fresh with your favorite dipping sauces.
