Method
 

Preparation Steps
  1. Cook the rice noodles according to package instructions, about 6 to 8 minutes, then drain and rinse under cold water.
  2. Julienne or grate the carrots and slice the cucumbers into thin strips, then set aside.
  3. In a small bowl, whisk together lime juice, fish sauce, minced garlic, and chili flakes until smooth.
  4. In a large bowl, combine cooled noodles, chopped vegetables, mint, and cilantro, then toss gently.
  5. Pour the dressing over the noodle and vegetable mixture and toss together gently to coat.
  6. Serve immediately or chill in the refrigerator for about 30 minutes before serving.
