- Preheat your oven to 350°F (175°C) and line an 8x8-inch baking pan with foil or parchment paper.
- In a medium bowl, whisk together flour, oats, salt, and baking soda until well combined.
- In another bowl, mix together melted butter, brown sugar, and vanilla extract until creamy.
- Gently fold the dry mixture into the wet ingredients to form a crumbly dough, reserving 3/4 cup for the topping.
- Press the remaining dough into the bottom of the prepared pan and bake for 10 minutes until light golden brown.
- In another bowl, whisk together sweetened condensed milk, sour cream, egg yolk, lemon juice, zest, and vanilla extract until smooth.
- Pour the lemon filling evenly over the cooled crust and sprinkle the reserved dough on top.
- Bake for an additional 17-20 minutes until topping is golden brown and filling is set.
- Cool the bars in the pan for at least 30 minutes, then lift out and slice into squares.
