Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and line an 8x8-inch baking pan with foil or parchment paper.
  2. In a medium bowl, whisk together flour, oats, salt, and baking soda until well combined.
  3. In another bowl, mix together melted butter, brown sugar, and vanilla extract until creamy.
  4. Gently fold the dry mixture into the wet ingredients to form a crumbly dough, reserving 3/4 cup for the topping.
  5. Press the remaining dough into the bottom of the prepared pan and bake for 10 minutes until light golden brown.
  6. In another bowl, whisk together sweetened condensed milk, sour cream, egg yolk, lemon juice, zest, and vanilla extract until smooth.
  7. Pour the lemon filling evenly over the cooled crust and sprinkle the reserved dough on top.
  8. Bake for an additional 17-20 minutes until topping is golden brown and filling is set.
  9. Cool the bars in the pan for at least 30 minutes, then lift out and slice into squares.
