Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C). Line a 9x9 inch baking pan with foil or parchment paper.
  2. In a medium bowl, whisk together flour, oats, salt, and baking soda. Set aside.
  3. In a large bowl, combine melted butter, brown sugar, and vanilla extract. Whisk until smooth.
  4. Pour the dry mixture into the wet mixture and stir until combined. Reserve 3/4 cup for topping. Press remaining mixture into the prepared pan.
  5. Bake crust for 10 minutes until lightly set.
  6. In a separate bowl, whisk together sweetened condensed milk, sour cream, egg yolk, lemon juice, lemon zest, and vanilla extract until smooth.
  7. Pour the lemon filling over the crust and crumble the reserved topping over it.
  8. Bake again for 17 to 20 minutes until lightly golden and the filling is set but jiggles slightly.
  9. Let the bars cool completely, then lift out and slice into squares.
